Hebrews 11:6 (NIV)
…anyone who comes to him must believe that he exists and that he rewards those who earnestly seek him.
This is the answer for those who want to pray without having a relationship with God. It’s nice to believe in God, but you have to take it one step further. God loves us, and wants an intimate and personal relationship with us. We shouldn’t get saved for “fire insurance” purposes, nor should we look at the Lord as if He’s the genie from Aladdin. We need to seek His presence, and not what He can do for us.
